Select the icon in the upper-right corner to access your Account Information. Highlight Redownload on the left side of the screen. A list of titles you've purchased will appear. Highlight the game you want to redownload and select the orange icon to begin downloading the game and any DLC for it that you have purchased.

From the Main Menu of your Nintendo Switch, locate the tile for your game and press [+] on your controller. Select [Software Information] > [Nintendo eShop]. Scroll down to [Downloadable Content] and select [View All Items]. Here you will see all owned DLC listed.

The download for the DLC will begin automatically. You can check the download status on the HOME Menu.

@SallyBurbridge1 There's no way to transfer your DLC to your new account without proving ownership of the old account. In that case, you could merge the two accounts, but you'd be better off recovering the old account outright.

Transferable DLCs provide flexibility in trade arrangements where the original beneficiary is not the actual supplier of the goods. On the other hand, Non-Transferable DLC or SBLC is a letter of credit that cannot be transferred to another party.
