Lycaon is the Best Overall Pick
As of the initial release of the game, Lycaon proves to be the best Stun Agent thanks to his base 40% increased Daze bonus and his Additional Ability increasing the target's Stun DMG Multiplier by 35%!
Even if you're not running an Ice team, he's still a great addition just because of how strong his Stunning capabilities are.
Nekomata is the Best Choice Early On
If you're just starting the game, then Nekomata will be one of the best Agents you can pull from the Standard Banner. This is because she has Additional Ability Synergy with the Cunning Hares, who are all free-to-play!
Even once you start getting more Agents, she can still be a powerhouse Attacker, especially on a Physical team with Piper!
Choice Depends on Your Other Agents
You should also consider which Agents you already have since it can influence which character you'll want to get. For example, if you have Anton, then you'll want Grace or Rina instead to make an Electric team with him and Anby.

How to Pick a S-Rank Standard Character
Can Only Select After 300 Pulls
If you want to select a S-Rank Agent, and not leave it up to the Gacha Gods, you'll need to pull 300 times on the Standard Banner. Once you've done that, you can click on "Selectable Agents" at the bottom right to pick your Agent.
Do note that it only counts Standard Banner pulls, and pulls from the Limited, Weapon, or Bangboo Banners won't count.
